One thing I have noticed is that Faction Paradox is always falling, when ever it gains enough power it collapses leaving one or two members. for instance the first collapse was when the Grandfather was arrested. the next was when their Homeworld was destroyed by the Second Wave leaving at least Shuncucker and Morlock. after that came the Fall of the Eleven Day Empire leaving Justine, Eliza and probably Sabbath. then the Shadow Spier Fell leaving Intrepid, Gustav and Kifah. and finally after the War we have Francesca and her associate.
(not to mention Same and Different however they fit in)
this is not mentioning all the mini splinters cells which collapse and are destroyed.
the Faction just keep falling leaving many last Scions scared about the Spiral Politic. the Faction spends most of its time in ruins trying to rebuild and by the time it has rebuilt it is destroyed once more. Yes it never regains the power it had under the Grandfather each time it comes back it is weaker than it was before.

Mhm, but I feel the fact they DO survive each and every time shows how important they are. Notably, every time the Great Houses have fallen they've taken much longer to come back to any compacity, whereas the Faction ALWAYS returns. For example, when Gallifrey fell in the Last Great Time War it took approximately 2000 years of metatime for it to return (metatime here being tracked to the Doctor) and even then it almost immediately fell to both the Cybermen (COMIC: Supremacy of the Cybermen) and then the Master (TV: Hell Bent), whereas after the Grandfather's departure and the fall of their original homeworld (where can i get more info on this?), they still become a major war-time power. And the post-empire Faction still defeated Lolita (maybe?) and managed to found a new Faction to such an extent they discovered secrets of the post-war universe (The Story So Far..) and recruiting a member capable of turning reality into fiction (Auter). And they survived as a faction to the pos-war universe, which is more than what can be said for the Great Houses (sure a couple of members *survived*, but they weren't leading a hegemonic "Great Houses" faction or anything).
And yes I know the Emperor exists, but he took probably as long to rise as Hell Bent's Gallifrey, and fell just like it.
