Afterwards the Master or the War Chief or the War Chief encouraged diplomacy attempts then left Gallifrey for 40 years to create the Wartime protocols.
The Presidency stopped all diplomacy atempts in various ways: Simply ordering it, censuring, and timeship sabotage, (they never came back). No diplomatic contact was established.
The Presidency's reaction was organised by the Intervention groups ho while demanding greater involvement in the outside universe couldn't acknowledge the existance of an equal or rival to the Timelords.

Site of the first battle which began as a, "spiral underground" criminal war between two proxy groups, (the Faction mision and the Incorporate) before eseclating into the expect full scale military intervention over the space of a single night.
The surface was renedered mostly uninhabitable by the battle and House Dvora's, "Engines of Protection". surviving offworlderes were evacuating as the natives emerged from their shelters.
Is covered in valuable time technology and relices destined to later become totems, (including the 8th Doctor's corpse).
The Faction mission is the only true ofworlder faction left because it had nothing to do but rebuild. It has become the closet thing the Faction has to a Church but still tries to salvage time technology and train Little Brothers and Sisters.

The enemy is a process. (The process of oppossing the Timelords? Then the founder/leader would be something that could match the Timelords in ability and or co-ordinate the reps with a temporal mindset).
What matters is why it is. (Why it's nature or why it's the enemy? Could be the same answer for both).
The existance context vital to understanding the enemy's nature is a bunch of, "missing" entries which either directly relate to the enemy, (ie: The Gods of the Ainum and S'tanim) or it's possible capabilities, (ie: Violent Unknown events, Mohandassa, and the Sixth Wave Defections). (Like the Timelord reaction to the original irrational unanalysable organic future and history this is another example of anxiety over what might be there giving the, "missing" entries importance).

No evidence, (in the official record or memoires) that the Master or the War Chief or the War Chief shared the coordinates with the Presidency or announced them in th eclosed session. The insnae Preident could have made them up on the spot. But no one seems to have questioned it.

The first Message from the enemyEven some members of the Oldblood houses became excited with anticipation by the on the fifth day.
The President not returning on time was seen as a minor disaster in itself.

The Message: "We are not amused". (Dsiplays knowledge of human history and pop culture though a rep could have made done that part for them, which might make sense as a gesture by the leadership so they feel involved in and thus share the joy in scaring the Timelords).

A species's data discovery and understanding limit defined by their: technology, biology, and psychology.
Due to the anchoring the Spiral politic is the Timelord's noosphere except for the unknown unanalysable, "non dead time areas", (no idea how they got there). Biodata diversity maybe an attempt to see into these areas/expand the noosphere to include them).
Many time active cultures think they will cease to exist if the Timelords stops perceiving them. (Attacks of ignorance?)
The enemy comes from beyond the noosphere not because it comes another universe but because they cannot understand it's operational principles.
The Protocols of the Great HousesIf they removed from Gallifrey it would be so catastrophically changed: it wouldn't be the Homeworld, the Great Houses would cease to exist, and the enemy would win by default.
Ruling HousesSublines are created to test genetic philosophies.
Older Houses are revived purely to produce mass standard and or experimental soldiers.
Chapterhouses are complex time anchors that root their children in Galifrey's root soil and history. If unmaintained the House completely loses it's identity.

In the run up to and during the War: Political struggle. The newer ambitious Houses fight for social positioning while the less active Houses are relegated to the Academies and other backwaters. Due to the War and the Master or the War Chief or the War Chief's new more dynamic approach.
Two factions: Political= Dvora, Lineacrux, Tracolix. Military= Mirraflex, Aprexia, and Xianthellipse.
Dvora: One of the firstto push ofr military intervention Pre War. Prgamatic, stoney faced, impassive, and deadly acute in th face of the new era.
Lineacrux: Appears least politically involved but uses: subtle, devious, and covert methods.
Aprexia: It's specialists have produced the most deep time strategies and weapons systems. It's rarified scientific approach maybe divorcing it from Timelord society's, "truth".
Xianthellipse: Biodata diversity specialists, the only House cross breeding soldiers with L:esser Species. Their research into sex and gender are considered tasteless but have an impressive War record.
Mirraflex: Considers the Lesser Species to be worthless. Ruthless, genocidal, and savagely proactive. Considers itself to be the Protocols true inheritor. It's amoral tactics are considered symbolic of how far the Timelords have sunk.
Space (Five Famous Battles)Timetravel technology makes space irrelevant and inconvinient. There's no reason for space combat.
The five space battles that did happene were not typical of the War.
TimeshipsThe War replaced the Timelord's, "softly softly" anxiety with an agreesive heavy war demand.
Type 101Timelords still found biology vaguely repulsive.

Academician UmbasteTired of being a puppet he exercised one of his, (technical) priviliges visiting the Eye of Harmony site, (the exact centre of causalities real world analogue). The Eye of Harmony is the historical influence lines convergence mothernode point and due to their connection to ttime no Timelord can approach without suffering some minor ill effects. (Lesser SPecies would suffer much more?). Umbaste dropped his protective bio-impirmitures opeing his biodata to the Eye of Harmony in an attempt to gain future insight, (no matter how erratic).
He remained in a fugue state for 1 year, (his: body a husk, biodata no longer rooted on Gallifrey, and pysche lost in history).
When he returned he could only repeat, "One", (the translation when time active connotations removed). After several days he regained enough mental stability to kill himself, (officially).
(What if instead of just spouting nonsense he was answering a question/trying to impart crucial knowledge? thr High Council already knew the enemy's identity and nature so what could it have been? the enemy representative, "One" in th Riveria Manuscript?).
