Inside this comic strip, one that I have hunted across the internet to find and in the end did not find, the Second Doctor John and Gillian do battle against an “Enemy Power” and whilst this story pits them against humans, we all know at this point the Doctor may still be a human (see Unnatural History, the Infinity Doctors and most of pre The War Games who) in which Renewal is a process facilitated by the Time machine and not a biological component of the Doctor’s Biology (for they are still biological at this point as the Great Houses and their Biodata dose not yet exist) perhaps this “Enemy Power” is linked to the Enemy, perhaps whilst the Doctor won in this against the “Enemy Power” perhaps this organisation whatever it is, evolved, and became something far stranger perhaps it became the Enemy and in it plan the attacked the Doctor’s origin in the 49th Century (or the 19th or the 20th or the 21st) and changed it so that the Doctor became a renegade of a new race called the Time Lords yet in changing his past so he dies they created for themselves a new foe the Great Houses. Perhaps only part of this idea is true. But either way we know to things: first the Enemy are from earth secondly Lawrence Miles loves the obscure era of Who.
one last things this Enemy’s power what if they became fiction and in doing so pulled John and Gillian with them?
This story can be found in TV comics issue 828-831 if someone has read this story you may be able to shed some light on it beyond a vague synopsis which describes nothing about the Enemy Power, on TARDIS Wiki.
