Not strictly .F.P. but is an application of it's definition of biodata.
In Logopolis The Black Guardian actually almost succeeded in permanently killing the Fourth Doctor as he threatened to in revenge. Given the limitations the entity had in both the classic .t.v. series and books it's fair to say that he couldn't directly murder the Doctor at anytime which means he had to either wait or mangrove the Doctor into a seriously life threatening situation in order to act, (maybe Timelord biodata and timetracks are too dense or complicated for him to tamper with directly).
We know from the novels and audios, (and it could explain how .U.N.I.T. developed an anti regen gun) that a Timelord without regenerate without artron energy so what if the Fourth Doctor's wasn't killed directly by the fall* but as a result of the Black Guardian taking the opportunity to steal most of his artron energy? This would mean the Watcher was a combination of a regenration catalyst, (essentially an artron energy battery) and the fifth Doctor's biodata, (meaning mass) that The White Guardian somehow either saved from erasure or duplicated beforehand. It's being white, (when artron energy is blue) being down to The White Guardian being as much of a the theatrical show off as The Black Guardian, (see his summoning of and talk with the Fourth Doctor in, "The Ribos Operation").
*=I'm guessing 13 surviving, "falling from orbit" was the result of the War Doctor receiving enhanced military regen at somepoint early on during the .T.G.W.i.H./.L.G.T.W. not that Chibnal would have thought of that...
