Both true and false. While she did manage to destroy the Faction Day Empire and rise to be War Queen both achievements were short lived. Cousin Justin managed to rebuild the Faction back to the same strength and seven hundred Osirian soldiers either killed or heavily injured imprisoned in Shada.
Given her alliance of with House Tracolix it's likely that the, "surprise" it promised in the Ninth Wave's, "suprise" was that it was intended to act as her enforcers on Gallifrey once she took control but they were never, "triggered" so they remained the same as the Eighth Wave.
So her only real lasting impact/legacy was her possible assistance in the 101 Form project?
Doesn’t the Head in “Breakspeare Voyage” talk about not challenging “House Lolita”? That Head has seen into alter-time and has esoteric knowledge and an obsession with Compassion.

It depends on whether you think Head of State takes place before or after True History. It’s gotta be after, surely? I’m sure that’s the author’s intention, but there’s not really anything really stopping it from being before, is there? Especially given the parallels between Lola Dennison and Queen Charlotte.

I’ve just had a thought … the Book of the War implies very strongly that Lolita is infected with Yssgaroth biodata… what if she IS the Yssgaroth biodata and the previous encounters with Yssgaroth were the Houses delving into deep future Time and encountering her?
