Blimey, there's a lot going on here. Appropriately enough, it's one of the most creative parts of the Book, and really ought to get its own spinoff series to explore the setting in greater depth.
It's creepier than I remembered. We all love Cousin Pinocchio, and I was intrigued by the suggestion of his culture having a Creator / Death figure. (And he spake unto them: "And how wilt thou doest that... from beyond thy grave?") But I'd forgotten Lord Foaming Sky grinning like the Joker as he proffers a Christmas present in his culturally sensitive form as Mister Hoho.
The Citizens-in-Exile are yet another group of renegade Homeworlders at large in the continuum. I suppose this time there's no point asking if we've ever spotted them. The challenge would be to identify which group we've spotted.
What do we think of the "coincidence" of the Homeworld having the exact same years as Earth? There's a connection between the two, obviously, but it remains elusive.
Frightening to think that the resurrected Billy Joel will doubtless have a residency at the Uptime Gate for hundreds of years.

But with everything we're learning about this version of the Enemy, it wouldn't be surprising if it were true. The Sons are human Malakh, and multiple Great Houses are working hard to wipe out Earth's Malakh via various proxies. They think there's a connection.

Possible though I lean more towards the Sons just claiming or wishing they were official enemy allies whereas the enemy's leadership doesn't care seeing them as just another unaffiliated group attacking the Timelords like the Faction. If they are, "Reps" then they'd be the only ones who could survive the destruction of rational linearity caused by the Eye(s) of Harmony being destroyed and or the 2nd Second being applied.

I'd pictured Michael Caine as much as anyone, which suggests that perhaps I was thinking of Harry Palmer.

Did any of the other characters have identifiable inspirations?

Not in the sense of being based on actors -- there might have been more if The Book had been more conventional in terms of dialogue and action. (I've done it occasionally, though not habitually, in my other fiction.) I have fairly clear pictures in my head of, for instance, Lefcourt and Mantissa, but then I have an equally vivid one of Pinocchio.

I enjoyed this week's entries quite a bit. The City is an awesome concept. I finished reading this section a few days ago now so I can't remember as much as I'd like, which is annoying. I do like how these entries aren't in alphabetical order. Flicking back and forth throughout The Book is fun.
One thing I find interesting is how everyone was resurected at once. What were the logistics of this like? Did everyone pop into existence at once? I feel like that would have caused some amount of anarchy as there would have been no clear leadership strcuture. For that matter, does everyone except the leadership structure? That feels unlikely to me. What happens to those who don't.
I also find it interesting how the City is in sync with the rest of the Spiral Politc. What happens if a human involved in the war ends up erased from time? Do they dissapear from the city as well?
I liked the start of Het Linc's entry. The long list of previous proffesions highlights the increadibly long lifespans of some city inhabitants. The scattered inclusion of things such as mystic, prophet, necromancer, prostitue and god-king (this last one in particuarl!) gave me a laugh!
The Sons of Tepes were mentioned in an entry very early one and the concept of them excited me immensly. I felt that the reality was a sligh let down as they weren't as cool as I'd hoped.
